8. STUDIES OF CASE 8.1. Government of the State of the Espirito Santo the Government of the State of the Espirito Santo, for intermediary of the Secretariat of Management and Human resources? SEGER, has searched the modernization of the public service through a management directed toward the result and the rendering of services of quality to the population. Ahead of this perspective, it has moved efforts for the accomplishment of practical that they value the capacity of innovation in the public service, taking in consideration the transformations that occur in the society and the expectation that the users have in relation the public administration. An important instrument in this process is the Plan of Management for the Development and Social Inclusion 2007-2011, that objective to give a management shock, as specified in its preamble: To promote the continuous improvement of installment of the public services to the society by means of formularization implementation of public politics of management, optimizing the use of resources, with the participation of the society and the valuation of the server.
